The first people who should start practicing the law are the law inforcement officials themselves.
These guys drive bad, smoke, hold the phone to their ear while having a whale of a time chatting with their friends or girlfriends. So why should they be bothered about anyone else, and usually if they catch a local, a sniff of the nose and everything is back to normal.
When I say these guys I am referring to the police.
Appart from the fine for the first 3 times there should be a point system, where after you reach 6 points the driving licence is taken away for 6 months, further fines lead to extended periods of not driving.
What I see is that most of the time with the expensive cars, paying a fine or getting it erased is no big deal.
