With all respect, you should not think much about being hired as a manager or a MIS specialist since you don't have any job experience. On the other hand, taking up jobs like answering phones or a receptionist should also not be considered as it does not count towards any particular job experience. Considering that there are a large number of ppl with 10 - 12 yrs work experience waiting in line behind you, consider and be prepared to argue why you should be recruited ahead of them and design your resume accordingly.

IMO, try getting into an administration post and work up your way. Getting into an organisation is the difficult part. Once you are IN the company and if there is a particular post that fits with your profile, it would be easier to work towards that post by working WITHIN rather than applying for it as any other outsider. As companies generally prefer their own staff filling up higher posts rather than outsiders, if you are able to get into a company at a lower rung, it would be easier to show your potential and reach your target within the company.

Don't go by rumours that state that apparently there are lots of vacancies in X company and so u stand a chance of being recruited. The reason being that you are not a Qatari and secondly, you have near-zero experience. So, why would i ever hire such a person??
