If we are frank, it is a mean way of tellihg the truth. But to tell the truth is also honesty.
So, @Ms Jen, I think being frank is basically same thing as being honest. It is only the approach that matters. If you approach a person in a mean way, it is being rude. On the other hand if you approach a person in a polite manner of speach, it is a show of tactful consideration of the feeling of others.
FRANK for me meaning being "blunt" or "straight forward". Finally telling people the truth even if it might hurt their feelings while HONEST is characterized by integrity or fairness and straight forwardness in conduct, thought, and speech..
