To which dept of Municipality we can complain about rubbish or bad smell, not heiginic near to our premises

We are family living near to the vegetable wholesale market, mesaimeer area, behind our villa, there is a vacant space whereby we usually notice most of the time bad smell as some labors living around are making this area dirty, using as a urinator/ pissing.

is there anyone who can tell us where we can lounge commplaint i.e. which dept of municipal corporation, for taking necessary measures.
