This is not up side down. This is how it blooms. It's a tree what we call in Sri Lanka as "Ehela". the flowers normally bloom during July, August. You should see a tree in full bloom. It's a Medium size tree in Acasia class of trees.

tinker wrong.. its during "Vishu" which falls in the month of April.. its called "Konna"
I think it is 'konna' which is the state flower of Kerala.

This is called "April Shower" in the Philippines. as its name says, it blooms in April, usually in time for summer.
