the best way to go about it is. get it done via ministryo f foriegn affairs. They are gonna ask you to get it translated by one of their preffered translating agents.

If you are trying to prove you are a not married than you will also need to show documents to a notary public and they can sign for you. Well just try to explain what type of declaration you need and phone any notary public office and ask them if they provide it there or if they know where you can get it. I once paid $25 to a notary public to sign a form that I needed to get my pass port.
