travelled outside Qatar many times but never asked for a release letter from Bank.

salam bro, yeah Abdi is right! u can indeed travel by your car even if its on loan. all you have to do is tell your bank to issue a no objection letter or something similar.

Yes, you can travel all you have to do is to request your bank to give you release mortgage of the car temporary to travel Saudi Arabia.
