What makes a good photograph??

From the entries on the flickr site so far I can see we all have varied "eyes" so to speak on what makes a good photo.
I have looked through flickr account holders personal pages and can see that we all have a good eye for photography and can see the photographic value of many different subjects and settings.
So what makes a good photograph in generic terms, is it the subject or the setting? Is it the light conditions? Or is it that special touch added in a PC based package (personally I dont do this other than to crop my pictures to enhance what I originally wanted).
So come on, what do each of us look for in an ideal photograph?
