I recently passed my driving test in Doha, I used United Driving School, that are just behind the Thurs Fri Souq, off Salwa Rd.

Firstly I had to get a form from the driving school, and take it to an opticians for an eye test (you will need to take a passport photo with the form) that cost about 20QR.

I then booked my lessons, this cost me 1900QR for half a course (as I had driven before). I dont know how much it cost for a full course, but I dont think it would be that much more. you will need a further 2 passport size photos.

I would advise your friend to book the lessons as early in the day as possible, as there was a 2 month waiting list, so I opted for the 5am slot and started the following day.

Hope this helps.
