does anyone know where i can ask for lawyer's assistance for free or at least for cheap PF only?

does Qatar government has a public lawyers who might help my friend with legal proceedings? if there is, how and where?

They do have public defenders etc.

Unfortunately they all speak arabic. Even the translators do not really speak English. Unless it's a serious case (in which you would definitely want to hire a lawyer) don't waste your time with the legal system here. It can take YEARS for a case to go through the system.
