No, I don't think the plan is for Doha to be a 2nd Dubai. First of all that's a no-no in the Arab psyche. Second and without going into the nitty gritty details I feel a strong aversion on the part of the Qataris to have the same openness that is characteristic of Dubai. Hell, even next door neighbor Abu Dhabi doesn't want to emulate Dubai.
Having said that Dubai knew and knows that it isn't the major oil producer that its neighbors are and sought alternative means to generate income.

Just got back from Virgin. Although it's not my first visit I'm very happy to see all those books and CDs. That's one aspect of the change.
What more are the expectations?
The only good thing i can see with Qatar development there is more shops and cafes now, more places to go shopping.
But the rest are sucks ... especially traffic and housing.
