Qatar roads are as good, or perhaps better than Abu Dhabi. Anyway, they are better than Mussafah roads. If you will stay in Doha and drive to Ras Laffan daily, better bring you BMW. On the other hand, if you enjoy off-roading, go for a 4X4; Qatar has some lovely deserts, including dunes beside the beach. You can find plenty of 4X4s in Qatar; new as well as used. Two question mainly you should consider:-

1) All tarmac (proper) road, 2) New with warranty or 2nd hand ones? On a tighter budget?

If you travel daily despite the distance on a proper and maintained tarmac road, would recommend either will do. Next is budget to buy. A second hand car here, usually mileage is high. Unless you pay higher for those less than 50,000 KM in general. Personally, value for money I choose the 4x4 for the designed, safety, longer lasting and mileage capability; price is only slightly more for 2nd hand ones. Take your time to find a suitable car for oyur needs.
