it is more on overspeeding, same thing happened to me before.

i believe its a no loading and unloading traffic violations that you are into, and this is not by camera but, by the police officer around that area and that they caught you or probably a civilian police, listed your plate and there the violations occur.
hahahaah its normal and the same thing had happened to me once for over speeding at muntaza signal. i knew it bcos of the super duper flash at night!!
moi website shows the same explanation with wrong time. as u said i can also fight against it showing the time n explanation however i don't wanna talk anythn about it. its haram yani...i haven't paid the penalty yet!! :)
SOLUTION: if u are not sure, go to muroor check the pic and later go for an argument. if it clearly shows your number plate then quietly pay the bill and vacate the place!! :)
probably you or someone else might have crossed the speedlimit during the daylight hours u know what i meant??

Believe me qatar is very good country to drive vehicles. the police is loyal and very friendly to everybody and there are not much obligations when compared to dubai or other gulf countries. so i suggest u to accept the fine and take care next time.
go to the Police, ask for the print out of the picture. If it bears ur car's plate number,then it's really your violation. On the upper side of the picture, you can check the speed limit and the speed of your car. if ur speed exceeds the limit, it's overspeading. This is my Boss' case.
There are 2 translations to that:
1. Overspeeding (I know it's a bit way off the translation)
2. Front passenger (or driver) not wearing seatbelt.
But usually it's number 1.
Just call or go to traffic department and ask them otherwise u will get diferent advises here

perhaps the traffic camera caught you loading your 2 buddies on a non-loading area.. it happens with our company driver before..
