is wearing short (knee high) for a man is prohibited. i mean if you're outside the house and plan to buy food on grocery and wear shorts, would it be okay? how about during ramadan days?

But yet no harm, As long as they dont offend anyone its fine. Just make sure you dont pass by the traditional women, they seem to get offended in such cases.
But yet by far, Qatar is pretty tolerant in such cases, but i still advice dont take a chance. Have a peace of mind when you are out.
