Road under radar surveillance

Last night I noticed mobile radar hidden behind a little bush near the vegetable market. The policeman was smoking in his Land cruiser 100m away, again hiding behind the construction materials\shuttering. The over speeding motorists (101km/h and above) were captured for minimum of QR500 to a maximum of QR1500 depending on the speed of their vehicle.
Interesting thing is the road had no warning signs for the radar surveillance nor any speed tolerance was offered, other countries have 20% speed tolerance.
Is it fare to have such radar without any warning sign at the road entrance at least and have some speeding tolerance? Please comment….

Rules and Regulations are made by human made for human....so if we follow rule, we will be benifitted...so pls everyone has to follow rules and reugulations that is good for us..

Thanks to all, pretty good comments I received from reasonable profiles, however, rubbish to say I DO NOT OVERSPEED every one of us is over speeding at-least twice a day.

Yes it's fair for radars to place anywhere whether it is concealed or not.

But my argument is, placing it in the road that is 3 way lane on both side (wider than c-ring) and around 10km stretch (for me, it is a highway already) has no speed limit signs...and you were caught because the speed limit is only 80....and you were driving 95.....that is NOT FAIR!!

Yeah! I was a victim of this and mind you, I stick to 80 or less in city driving.

the real question is - is it fair for decent polite drivers like myself and many others to have our lives put at risk because of aggressive and stupid A-hole drivers who speed and tailgate to get somewhere so fast, to presumably do nothing important?

what's the point of having speed tolerance if you have a speed limit? And what do you mean there was no sign? This is really dangerous guys, you have to understand it's about the safety not the rules and getting around it...

Absolutely fair!!...

Speed limits are not to be followed only where the cameras are installed...

The fixed station cameras are known to frequent drivers and would not make any sense in slowing down while approaching the camera for the same of it...

It is not neccessary to display any board. As per driving rules..it has to be followed everywhere in the country...not only specified places..OK.

Yep! Abso-frickin-lutely fair to hide them. Everyone knows where fixed radars are and slow down only to pass them. Simple solution ... Don't speed and you won't get caught :o)

No it is not fair to have hidden speed radars. But it is perfectly fine to overspeed, when the speed limit is mentioned on every road.
