Recent Canadian Graduate, Make the Move?

I am a Canadian, about to graduate from university with a civil engineering degree. I see myself working in the gulf in the near future and from the gulf job posting I see, they seek gulf experience for mid career jobs. My question is, should I move out to Alberta and get some experience there first (won't find a job in my current city) or should I look for a move straight to Qatar? Are even any entry level jobs for civil engineers with practically no experience and would they pay the same as Canada and which companies would that be? What do you guys suggest, people who worked in Qatar or Alberta? Thank you!
