I am aware of the law regarding rent increases to be limited between 10-15% only, but I heard that this law superseeds another law that is freezing all rent increases for those who's lease contract was made from 2008 to 2009. How true? Please advise. Appreciate to hear clarifications.

well the law states that no increase but how many landlords/agents will follow that law.
