Is it all right for driving instructors to ask their students for a 'tip'?

I am not sure if this is allowed. Two of my husband's driving instructor asked him to give 'tip', I mean money, a breakfast treat and the like? They are a little bit cocky, don't you think? Aren't they suppose to teach the basic techniques of driving, test drives and the like? (This is happening in Gulf Driving, just so you would know.)

No, this is not allowed this is what they called a form of "appreciation" although i know and heard stories that this a common practice in most driving school.
