How can I get my duplicate Dubai License issued as the original is lost?

Here is the situation. My Dubai driver's license is valid till 2015.I lost the original license. I dont have a photocopy of the original license. Lost it unfrotunately. Im in Doha waiting for my RP to be stamped on my passport. The question is can i enter Dubai on visit visa status and appraoch Dubai Muroor to apply for the same license. If i do enter Dubai, how will Muroor be able to trace my license information without a copy of the license. Can it be traced using passport number. If so, can it be traced using old passport number?. I suppose it works faster that way than go for classes and tests here in Doha.I'd be obliged to hear genuine responses.
