just to inform you. i am using a qatar temporary driving license. it will be expired untill my visiting visa expires. i will be converting it to permanent qatari driving license this month when i change my visiting visa to working visa.
I got this temporary license in a driving school. They told me they can provide temporary licenses so i enrolled and I passed my direct exam (i already have license in my country of origin). After passing I went to madinat khalifa en got my temporary license.

and theres an age limit for applying a driving license it doesnt matter whether you can drive or not.
You didn't complete 18 years so u cann't get the Qatari driving licence, but y u need driving licence, this is the big question,but didn't mentioned.
