Are foreign tourists to Qatar allowed to rent apartments for longer stays?

Hello,
I would like to plan a summer vacation in Doha for a couple of weeks. Would I be able to rent an apartment for a medium-term stay instead of staying at a hotel? Or do you have to be on a working visa in order to rent an apartment?
Is Ambassador Street of West Bay a developed area, or is it mostly surrounded by construction sites? It seems to have a nice beach view.

Normally to rent here in Doha, you are required to have certain documents to provide the Landlord with security:
These are normally: RP (not always though as I didn't have one) Employer sponsorship letter (confirming that you are actually employed with salary noted) and post dated cheques against a tenancy agreement.
I know of no where in Qatar that you can rent on a short term agreement without the above documents.
You may be best to hunt for someone who is willing to provide accommodation for a fixed price, rather than going down the tenancy route.
I believe the area you're referring to is reserved for foreign embassies/consulates, and there are some private villas around (owned by wealthy families). Not sure if there are any apartment buildings over there.
