Why do employers refuse NOC letter issuance?

I was wondering why some employers feel reluctant and sometimes refuse outrightly to issue NOC letter despite the fact one has finished the compulsory two-year contract without any friction at workplace.

Are there any disadvantages for employers issuing NOC letters? If there are none? Why do they decide not to issue them to staffs who have laboured and worked meritoriously for them even to the point of sacrificing their health,precious time, and family life?

How can this vice by unscruplous employers be brought to book?

As one knows in the Gulf region and elsewhere in the world that NOC / reccommendation letter is sought after by most employers, i can't but stop pondering why workers have been denied!

Could anybody explain the rationale behind NOC refusal assuming the worker in question had no any problem whatsoever with his employer during his stay at the company?

All sensible inputs will be highly appreciated and will go along way to shedding more light into this thorny issue at hand.

I tnink...."Power"...the company Boss wants "Power" and to stay in their post as "Big Boss"....the "Power"to be in position and show that they are tough in the eyes of the main sponsors thats the reason they don't like to give NOC...

Hi elioswd, i wasn't talkng about labourers. I was talking about experienced professionals like engineers, lecturers, doctors, nurses, managers, etc who have got work experience in the Gulf region before coming to Qatar and who have finished their two years mandatory with their sponsors/companies in Qatar without any problems whatsoever.Why do employers refuse to issue NOC to these set of people? That's the million dollar question!

Don't forget that even if they don't want to work in Qatar anymore after their contracts expiration, they still need the NOC in their hands. Who knows they might wanna come back to Qatar after some years and without the NOC they might not be able to secure any jobs.

Look this NOC letter depend on the company owner not the qatary sponsor.

some company dont have any objection to give this letter and some yes.

if you hear this word the door ho bring air close it and have rest and that what all company doing it.

when a company start to give this letter to the labor she will have a big problem.

why? because some labor come to work here and they dont know how to work,when the company teach them and when they learn the job they will ask for leave that is the answer on your question.
