who can i complain to regarding company owned shared villa policies

what can i do if the owner company of the small shared home which i live in(part of shared villa) is giving me wrong statments of account for payment (they claim i have dues for elec and water) and i have given them correct statement more than once (and shown them copies) and they keep sending me that i have dues from previsou months. the other problem is that they pretend that they are not responsible for what they are giving me and that they are only collecters? they even said they don't want to give copy of kahrama bill and how the elec and water is shared! becoz its expensive to print! of course i did not accept and they said they will provide.. who can i complain to about such a company?
