We are in beginning stages of an interview process at a medical facility in Qatar. I'm curious as to the normal things that I think most people are when entertaining the idea of moving to another country.

Rule of thumb for re-locating from the US: competitive salary for your profession in your part of the US plus 25%, plus housing, plus schooling, medical and transportation. We actually pay less living expense here because of the cost of such items as food and insurance. We also have all of our utilities included although that is not standard.
You can search for both countries cost of living and compare them accordingly. Its not a big deal..
No idea of cost comparison between California and here, but do keep in mind that your package should include the following extras
1. school fees, school capital charge and deposit.
2. housing (supplied or a monthly allowance)
3. car or monthly car allowance.
4. return tickets to home every year for the family.
I'm not sure there are any websites that compare cost of living prices directly, but from my experience here, I'd say that Qatar is slightly more expensive. While housing prices are what you might expect to pay in the bay area or LA, the size of the apartment or villa is generally much larger. Renting a car is certainly cheaper - about half the price that it would be in the states. Dining out is very expensive (by a factor of 1.5x to 2.5x) and coming from California, don't expect to be to excited about the selection of fine European/western restaurants here. On the other hand, if you feel adventurous, there's a plethora of inexpensive and very tasty Mediterranean and Asian spots.
