SEAT BELTS???

I have heard mostly from others that LOCAL harldy follows the traffic rules and regulations that has got implemented from last OCT ' 07.
I was on my way for home from DOHA CLINIC at around 8.30p.m. yesterday, and to my matter of surprise we saw atleast 8 people driving their HUGE MONSTER LIKE CAR (i mean their trademark SUVs)without seat belts and were on mobile at the same time..It was not only MEN but the WOMEN too..
I have noted down the number of atleast 2 vehciles inspite of seeing 8..I dont want to publish their numbers in public but i have some queries : R THESE TRAFFIC RULES APPLICABLE ONLY FOR EXPATS??? WHY LOCALS AVOID THIS?? WHY QATAR GOVT.IS NOT SO STRICT ABOUT THE LOCALS SPECIALLY???? Most of the people r not having huge income here. Sometimes by chance if they break the rule, they have to pay HEFTY amount of traffic fine which creates a bit pblm in their livelihood..WHEN THE QATAR GOVT.WILL THINK ABT THAT???Dubai's traffic rules r even more stricter then QATAR's but they r never partial and law is equal for all..
I dont think v will get an answer of this until n unless QATAR GOVT.come out with some strict rules for LOCALS too..
I would appreicate all of u all comments..

for locals payin fine is also not a big issue so they carry on their way .

well i rarely ever wear my seat belt and i talk on the phone alot too.. but when there are police cars around, you'll notice that everyone wears their seat belt and no one talks on their phone.. and when they had traffic police going aound in civilian clothes everyone was wearing their seat belt. its just that if you put rules, you gotta have someone strong around all the timeto enforce them
