As long as you handle the agents correctly you should be OK - they have access to most of the properties in Doha and it would be difficult to see your fair share by just driving around.
As long as you make it clear to your agent that you are not paying him a finders fee or anything like that and make sure you will have direct contact with the landlord for any properties they show you - you should avoid paying unfair commissions..
Dont go through agents. Get in ur car and drive to the area u want to stay. You can avoid unfair commisions.

You are better off just contacting the real estate agencies or looking our for "for rent" signs.
Generally the landlords (Qatari's) let agencies handle the work for them. This was one of the reasons why real estate prices boomed in this country - greedy agents.
