Police complaint in Indian embassy aganist Intimidating real estater in India

dear brothers, i had purchased a plot from a guy in India and made a part payment for the same, lately i found a litigation in the property and i have asked for total refund for my payment. This person has refused to pay me back and has infact sent some goons (when i am in Qatar)to my house to scare me into backing off. He has threatened me. pls advice if i can register a case against this intimidation in the Indian embassay against him.
Nothing will happen with a police complaint. It has to be a settlement, which costs. Get it done by the police or a person who specilises in settlements.
If you have any proper documents,you can lodge a complaint with the embassy, they will forward same to the local police of your area.
A friend of mine also had a problem,some one has forged his signature and a built a house it self,now he is tring to evict them.
