can we legally work part time ( after your office hour ) in the same profession or related experience ., do we need to register or endorse to legalise this??? Like some countries allows.,
it may relieve exorbitant expenses or improve living standard -
Any authorised agency to find part time / freelance job?

NO....It's illegal...

It could be possible only if you get NOC from your sponsor to work other than your office hour..
