not able to post classifieds?

I am not able to post any classifieds. everytime i try doing so it says " Submit For Sale / Wanted
This service is not available to you. If you think this is an error please report it here. Please provide full details of the problem." and whenever i report the probs to the moderator, i get reply from the friendly qatarliving robot, which is of my no use. HUH.... wt to do, can somebody help?
