I believe it is both the family and the one cutting the ticket, who are incharge of preventing young children from entering rated movies.

why do they rate it other wise!?

it kills the whole experiance once there are unmature audiance...

You are absolutely right. Parents should not let the children to watch horror/adult moviez, at least at night.
