My Partner & I have been living in Dubai for the past 18 months & recently relocated to Qatar for work. Is it safe to live here out of wedlock?? We are both Expat Australians & know a lot of people do it in the middle east despite the laws, are we at risk here??

As far as you live peacdefully with your partner, no issues; once you have problems at home that may involve others.....which may creates more issues then you ever have thought.

Be careful and alert!

Do you live in company provided accomodation? If so, others in the accomodation may almost certainly be aware of the lack of marriage certificate. Problem? Only if someone (a) takes exception to your "arrangement" on religious or moral grounds (b) you tick somebody off. There are a lot of vindictive busybodies in company accomodation who would be glad to "dob you in" - result, arrest, jail, deportation.

Does it happen to white westerners often? No. But the possibility exists.

It is just safe if nobody from your friends or neighbourhood reports to the authority of your status. Normally there will not be any checking on this and nobody will ask you of your relationship unless you get into any problem with the authorities for any incident that requires you to disclose your relationship status.

It is only safe as long as the authorities do not find out. This is irrespective of whether you 'do it' or not.
