If someone has a disagreement with their employer and leaves their job, or gets terminated, where can they go for help to make sure that the contract is honored and the Qatar laws are obeyed by the employer, i.e. flight home and compensation? Is there legal means to go after the employer? Thanks for any replies.

Once they decided to terminate and sendback you to home country, nothing to think other than filing a compalint in Labour court, 100% you will get your right, they have to pay you every year 21 days salary extra (End of service benifit), all the pending leave pays, flight ticket etc.

The first thing that you should do is to go to your country's embassy, from there they will route whether or not you have to go to Qatar Labor or it can be resolved right there. I believe we have the same experience running after our respective employer/sponsor. What's best is for you to be guided by your very own embassy, who knows you might not be the only person with the same case..
