Depends how you define "facilities". In general infrastructure and services lag the growth. Good private health care is available, but public health care is often stretched. Public utilities are generally good (we do not often have power failures or water cutoffs--although they do occur), but it's questionable whether this can continue as the demand for services continues to grow rapidly. Shopping is fine, just about anything you want or need is probably available in the shops. Lots of hypermarts and shopping centres. As I mentioned in another post regarding the roads, the whole country is one vast construction zone and facilities reflects this unfinished state.
