Employing someone who entered on other employer visa but rp not stamped

I would like to employ a Sri lankan candidate who entered Qatar with a free visa from another employer but did not have his RP stamped on his passport yet. He has not done his finger printing or medical. the other employer is willing to release him. Do I need a Sri lankan visa to employ him? My problem is that I need someone urgently and I don't have the time to apply for a visa and get it approved and neither does the candidate because his visa is expiring in two weeks. Can I transfer his visa to my company without having a visa in Hand?

too risky specially to the srilankan whose visa will be expiring in 2 weeks. i can "sense" you want to help him(may God bless you...). BUT IF THE CID OR THE MEDICAL COMMISSION WILL FIND HIM WORKING WITHOUT THE RP and THE MEDICAL FITNESS CERTIFICATE,respectively, your srilankan friend and YOU will be in "hot water". dont you ever dare breaking qatar labor laws. we are not in the philippines ,srilanka or india. we are in qatar...a land of "oppurtunities" for those who are legal residents and for those who are really efficient and professionals in their own chosen field.SO MY ADVICE: LET YOUR SRILANKAN FRIEND GO BACK TO SRILANKA ASAP. HIS VISA WILL EXPIRE IN TWO WEEKS. HURRY UP MY FRIEND...
