For a western man living in Qatar, is it appropriate to wear short sleeves in public? Most information I see is for women or for men in the workplace. Your advice will be appreciated.
ALWAYS remember...dress MODESTLY in Qatar, which is a muslim country with conservative dress codes. dressing modestly/appropriately is a sign of "you" telling them you respect their culture. and RESPECTING every human being we meet is a very basic human right everyone deserves.

Anything is appropriate in public as far as u have clothes on mate... its ur comfort that matters .. there r no regulation or guidelines as far as Mens wear goes ... I am very comfortable in short sleeve shirts and even wear them to work every now and then.
