Am I being scammed?

Just arrived in Doha. A man has set up my cable TV and is asking for 200 rial to set it up and provide the decoder (says I will get 100 back when I leave). There are about 50 programmes, but no info system, so you can't search for what's on or what's coming up. Is this the way it is here or is this some scam setup?

I have Showtime and the decoders are free. I am not sure of the set up cost and the EPG (electronic program guide) is updated automatically.

If this is Orbit or Showtime, call the headquarters to confirm. I always take a receipt.

Sounds like the standard rate for satellite TV. Is it ORbit or Showtime perhaps? They have online TV guides and other assistance to help users.
