You need must license to sell anything to public, not only food, any item, any area. otherwise this is illegal , you will make violate rule, and you will face legal problems, and you need pay big fine and go to jail.
It's not allowed. I heard once that some lady started selling sandwiches in the corniche park and she was stopped and questioned by the security or someone in charge. I advise not to do that otherwise you'll put yourself in trouble. In my opinion we need some people selling such stuff but must be licensed as sometimes I feel hungry but no Cafeteria !
