Sand can be imported?

In my state in India there is a moratorium on sand production as it is killing the rivers there, and the government is seeking ways to import sand. But here in gulf there are dunes after dunes of sand. Is this sand fit for construction and hence for import?

im exporter of constrcution sand /quartz sand .

There is no shortage for beach sand in India or Kerala too.But that is not the stuff required. Now they have started importing sand from Tamilnadu. The contruction companies are also showing the green flag to M-sand, rock powder, etc. And they also have adopted construction without sand with interlock bricks, etc.
