Qatari Sponsor

I understand I will need a Qatari sponsor to do Business in Qatar.
But can I refuse his investment and just keep his sponsorship if I want it that way.
I want to invest my money and not take investment from my sponsor and just pay him fees.
Also being a Western Citizen can I just have 100% ownership and not take a sponsor at all for starting a Business.
