Qatar ID card only with signed contract?

I've heard that the Qatar Government will only issue a Qatar ID card once a signed work contract has been submitted to the Ministry of Labor.
Is this true?
I don't have a contract with my company but I have a Qatar ID card and I've been working there for 3 years now.

somewhere else?

According to our HR, if you transfer sponsorship, you don't need a new contact signed.

My new RP, even with the new company's name on it, still has my previous designation of Editor on it, but I am now a personal assistant - and I didn't sign a new contact. Had a signed contact with the old company.

how it could be? in immigration dept they need your contract copy to make your id card... if there is no contract, mean you are not the employee of the company, and its mean they aren't your sponsor, so in result no id card

you have a valid id, and you have been working for the company, so wheres the problem. your mandoop will go and renew the rp and get the id or are you required to do this yourself.

are you on the company's payroll? is your salary transferred to a bank account? do you have your salary slips. all these documents to support that you are hired by the company, even if you dont have a contract.
