Not yet paid for all benefits

me and my friends was transferred or was sold from M OUTSOURCING COMPANY to V OUTSOURCING COMPANY last december 2013..

the M OUTSOURCING COMPANY told us that we will be paid all the benefits that we are entitled according to the tenure that we have stayed with them but until now which is month of MAY 2014..

some of us are still not paid and they are not giving gratuity for those who did not complete 1 year tenure.

is this M OUTSOURCING COMPANY right?

can we complain this to any ministry?

you should have paid all your benefits before transferring to another company, else you have sign the agreement with the new company that they will pay you all your benefits from your previous company before working with them.
