If my previous company/sponsor didn't want me to give a NOC or Release. Is there any chance or way i can get NOC or release in any other way?. is it my rights to have it even I'm local hire?..
There's no other way that you could get an NOC but thru your company/sponsor ONLY.
And NOC is not an expatriate's right, it is a privilege. So instead of insisting to your sponsor about your right to obtain an NOC, just speak with him humbly and ask for it in a nice way, that do the trick, well.... sometimes! :)

There is no provision for Local Hire to be entitled for release and NOC try to read and review Labour Law of Qatar.
These documents shall be issued by respective sponsor if they want to give you. The full authority of giving NOC/Release is with the sponsor itself.
The only options you have is talk to your sponsor humbly and nicely and ask a good favor and convince him.
This is the only way.
I think you can easily get the NOC.
Ask a good PR guy who is expert in this!
