Does a foreign company(construction contractor) must have a local sponsor when doing business in Qatar?
What is the Law, Regulation or Stipulation in that domain?

If you are looking a particular project, that is very big and important to the country you can have a 100% foreign ownership but if you want to start a branch here in Qatar as a general contracting company you might need a sponsor. check this link out:
