Ministry of Business & Trade

There is a project of Company XYZ. XYZ makes a deal for that project with company A but later on because of some reasons company A transfers that project to company B with mutual consent & both of them agreee that Company B would do that project for company XYZ & they sign an agreement with each other. My question is that does company B still has to seek permission for company XYZ from Ministry of Business & Trade means their approval or because of the mutual consent of company A & B for the project of Company XYZ, company B can go ahead & start working on the project.
