Mail Fraud -- How to request an investigation?

I have sent some packages to a customer in Doha. He claims they were not delivered -- QPost says they were.
In the US, it would be 'mail fraud' to claim packages were not delivered when they were. I would open an investigation with the US Postal Service. They take mail theft and mail fraud very seriously. How is it handled in Qatar? Do I report it to QPost (and if so, what department?) or the local police station?
It is not yet clear that my customer is anything other than truthful but QPost reports that the packages were delivered 6 weeks ago while my customer has yet to acknowledge receipt.

If it is his own PO Box then they should be no problem. as there are not enough PO BOX for everyone, so many people use company PO Box, if this is the case in your case then QPost are correct and the parcel may be misplaced by the company. Plus if it is a parcel of value then you should request registered post, which means that the parcel will need to be collected by the customer from QPost uon signing the receipt.

Hi, I have purchased many items from various US traders and received the Parcels from Q.post. The process is as follows;
When Q.post receives the goods, they issue a notice to the reciever informing them to collect there parcel from Q.post parcel counter, the client should provide there National ID for identification. Customer data will be recorded. The customs officers will examine the goods for tax declaration, or prohibited goods. The reciever will be able to clear his goods.
I would advice you to personally ask the Parcel Pickup counter to retrieve the information of the person who signed for your parcel.

I have a name but not a signature. QPost says it was delivered so I'm pretty sure it was picked up by someone.
My customer says the address was to the company he worked for.
Don't know how to match the address I have to either a company or a local post office. I have a number that QPost says is a PO Box -- I thought it was a Postal Code.

Hmm, there are several issues here. First, there is no home delivery of mail in Qatar. Was this sent to a business address? And was delivery confirmation requested? I'd say that there was a good possibility that the shipment was delivered but perhaps to the wrong person/address. Can you have USPS put a trace on it from your end? Looking at the delivery signature may help.
