Formalities to open a Day-care / Baby sitting?

Can anyone please explain the procedure to open a day-care or babysitting in Qatar?
Is it required approval from Ministry of education?

The Supreme Education Council has begun accepting applications for new private school and kindergarten licenses.

The Private Schools Office (PSO) at the Education Institute is responsible for licensing Arab, International and expatriate private schools as well as nurseries and kindergartens operating in Qatar and monitoring their compliance to Qatari law.

Those who wish to establish new schools have until December 30 to submit their applications. To successfully obtain a license, applicants must comply with SEC's rules and requirements.
