EPC certificate to bring factory using inks.

Does anyone teach me how to get a EPC certificate?

I bought one date coding printer but it is very difficult to bring consumables to Qatar.

Courier service in Dubai ask me this certificate to transport to Qatar.

The inks and solvent are not for sale but for only my factory using.

Please give me your advice to bring them from Dubai.
