My RP has expired last month when trying to renew PRO saying sponsor is blacklisted.
my company sponsor and my sponsor are the same ,is that possible to change to other visa?

Yes the sponsor can get off the blacklist if he pays his fines and obeys the rules, unless he has done something really serious.

Is that same sponsor can back from black list to good list? Or its permanently black listed?

Poor guy, Qatar is breaking as many Human Rights Conventions as Israel!
I think the only option for Torres is to go to the Human Rights Committee to try to fix this. He can't legally work, he can't legally change his sponsorship, he can't legally leave... no other options.
in short, you are staying here illegally... but still - it depends on the color of your passport...
How can you change sponsorship? You don't have a visa to transfer (your RP has expired) and you can't get an NOC because your sponsor is blacklisted. And you can't get an exit permit to leave until you renew your RP. So you are stuck.
