Visa upon Arrival & Tourist Visa

Hi All, need your advise on this. My husband and I will be relocating in Qatar next month. I will be on visa upon arrival and he will under tourist visa for 1 month. Few questions on the below:

1. Would it be possible to convert both our visas to working visa once we find an employer and exit?

2. Would it not be a problem if we will not be cancelled from our UAE resident visa and obtain a new working visa?

3. Do we require an NOC even we are in tourist/visa upon arrival?
