I came here on Business work visa ,it is extended by company till OCT end.
my offshore company is not paying salary ,now i want to exit qatar do i need exit permit to leave qatar.

No way that you require a exit permit under business visa. You are not under the sponsorship of the company until you sign a contract with the company as per the Qatar labour law. Your friend might just be following the procedure explained to him by company HR. But, the country law stands first and you can try for yourself. As i said, you will not need a exit permit and no one will stop you while leaving Qatar.
my colleague is on Business work visa,saying that he used to send email for exit clearance when he is travelling back to india

No You do not need exit permit. You are not under qatar labour contract as you were here only with business visa/work visa.
